I'd think it's a rule because of the abuse that I've seen in the past, let me give you an example:
I was in a SchH USA Club several years ago which was pretty dysfunctional. They had a helper ( who wasn't very good ) who didn't have to pay a yearly membership fee because he was the "offical helper".
The trouble was, the guy never showed up. We had eight monthly working days and the guy showed up for *two* per month ( guess who got to pick up the slack for his 75% no-show rate? ).
Now the club members were *so* dumb that they'd go to this guys place once a week and PAY HIM to do what he was suppose to be doing on the club field!!
God, what idiots those people were.
That was one club that I loved to move away from....

Sounds like an unethical helper to me. Also sounds like an example of the sh!t heads ruining it for the honest people. I get so frustrated when "rules" meant to address the lowest of the low create negatives for the good folks.

It is amazing to me that the issue is so clouded. To me it is very simple---Did he or did he not intentionally disrupt a trial by running over tracks?
I've read a lot of innuendo and statements by the leadership of USA to the effect that there is more to the story and that Gary and the property owner are taking someone else to court and frankly I don't care.
Keep it simple--did he and did he not interfere with a trial. Yes or no.
