throwing those toys away and establishing what belongs to who with new toys would be a better way to begin this fix?
I think you aren't quite getting it. NOTHING belongs to ANY dog. EVERYTHING belongs to YOU. Food, toys, and beds, walks, and everything fun, are YOURS, and you, as the benevolent leader, allow the dogs to temporarily use them if they ask permission nicely.
So yes, throw away old toys and buy YOURSELF some new ones that you will share with the dogs when you are in the mood to play. When YOU are finished playing, YOU will put YOUR toys in the cupboard out of reach.

Not necessary, IMO. Just pick 'em up. They are yours. One toy comes out when you play with one dog.
Again, there is no "what belongs to who" with the dogs. Everything belongs to you.
The dogs do not own things. Any perception that they do is what leads to resource guarding, and you have already seen two forms of that.

It's your toy basket. You lovingly take your toys out to share with your playmate..single playmate. Then trade for something or just take away and put up. Then take another toy out to play with your other playmate. Rotate toys. I believe in one special toy for one dog each. But that's me. But, it still goes up unless you are playing with it too.

OK. I got it. I thought I knew a lot about dogs from the books and from watching Cesar. Tonight as soon as I get home all MY toys will be collected and put away for when I want to play with them. Then it will be one of MY toys with one dog at a time. When I am done I will put MY toy away until I feel like playing again. Just to make sure I got this completely, I should not take both dogs out to the yard to play catch together. It should be one at a time? If so I guess the other will learn to wait (instead of whining and barking) in time?

Mine play tag with me together, they aren't "toy" dogs, but for now, I would say no to the catch together until they are older and wiser in the ways of the pack leader.
I run with my two in the yard, play "tag", "slap the ass', "hit the tree", etc. Hit the tree is only fun if you aren't the one that runs into it.
ETA: I also do one on one time because their highest value toy is me and time alone with me to just wander the woods, sit, snuggle, be petted, talked to with no training, no demands, etc. Just being.

Not yet.
When you have absolute control over each dog on his own with you, and then when you have moved on to walking them together, etc., and then to other less dog-thrilling activities with you and both dogs, then you'll know what level of excitement they can be in together with games and toys and you and "the chase."
There is nothing (NOTHING!) wrong with going slow, and there is everything right with it. You have an opportunity right now to nip dog-dog aggro in the bud. You have the chance right now to demonstrate absolute pack leadership to each dog separately before you up the ante by tossing toys into a drivey game with both dogs.
