"Does this mean we have a flea problem? "
Yes, it does. What flea med is he on now?
(Fleas are enjoying a major surge, including resistance to preventives.)
If this is the whole issue (I mean besides the obvious present infection), then you have actually lucked out, because as much of a terrible pain as fleas are, there is no guessing, testing, diagnostic frustration, etc., etc. Flea hypersensitivity presents one challenge, which is not easy but is at least straightforward: removing fleas from the dog's environment.
I will look for a fairly recent thread Tracy started about fleas, which branched into how to treat the home, etc.

I stopped by a pet store when having lunch with my wife, and they had some flea shampoo and diatomaceous earth. The guy said both can help, in conjunction with regular cleaning of the house, and something like advantage. Are those something to look into? (The shampoo and DE)

I'd start with the Advantage or Frontline, after a bath. Do you have a regular dog shampoo on hand (not a people shampoo)?
There's a very recent thread here describing a good bath protocol for a dog with fleas. Did you see that?
PS
Please don't get anything from Hartz. I know you didn't mention it, but pet supply stores often carry Hartz products.

No Hartz products.
I picked up some Bio-Groom Flea & Tick Shampoo, it was only $8 so figured if it wasn't good, it wouldn't break the bank.
The other shampoo that I have on hand is some Tropiclean OxyMed Oatmeal Shampoo.

.... a fairly recent thread Tracy started about fleas, which branched into how to treat the home, etc.
http://leerburg.com/forums/ubbthreads.php/ubb/showflat/Number/341110/page/0/fpart/1
Also, more quotes from other threads:
I forgot to give a recap of the bath method for a flea-ish dog.
The SOBs are wily little %$#&+-ers, and they are very fast to get up on the dog's upper neck and head to escape the water.
Briefly, there are two big pointers: start with a wide band of suds and soakingness around the dog's upper neck, and when you rinse, rinse very thoroughly with clean water (not the bath water). If you don't have a hand-held hose or something like that, you can do what I do, which is to have a big plastic cup (or any plastic container) to use to pour clean faucet-water over the dog (in the armpits and legpits and undercarriage and tail, too).
I use the actual shower to rinse the big dog.
In hot summer, of course, the hose can work well.
Also, I have a terry washcloth for the dogs. That soaking washcloth squirted with dog shampoo (not people shampoo) and applied vigorously gives much less escape route for the horrible little bugs. (Wait until you see five or six black dots embedded in the terry loops after you scrub the neck and leg and rump areas. )
I also continuously wash dirty water down the drain if I am seeing fleas in it.
Then straight to the flea med.
Oh, and I vacuum the carpets just before the baths. And the dogs' blankets, etc., are in the washing machine.
Also, a very important thread:
http://leerburg.com/forums/ubbthreads.php/ubb/showflat/Number/341110/page/0/fpart/1
Don't forget to protect the inside of the ears from moisture being introduced.... and particularly when there is a yeast problem starting.
And anything that can't be washed (like pillows) can go in the dryer for a hot bake to kill fleas.

Well I'm tackling this head on.
Just got done doing the DE treatment to the carpet. Used my wife's (with her permission - she HATES the idea of fleas) flour strainer to evenly distribute the DE onto the carpet, let it sit for an hour, and used our handy dandy miele vacuum cleaner and vacuumed the whole house! Dog beds are in the wash as we speak (going to have to do 2 rounds, as we like having blankets on furniture he lays on - wife doesn't like dog hair). Once I get all the dog beds clean I'm going to give him a bath with the methods described above and in that thread.
Thanks for the tips! Need to find a Petsmart for some Frontline or Advantage.. I've heard some people have used the DE directly on the dog (food grade, not the pool stuff) - but am not sure whether I like the sound of that..

p.s. His fecal sample came back negative - so that's good news. Nothing internal.

I've used DE on my dog for fleas. We are in a low flea area and I have never seen flea evidence on her, but a few times I have dusted her when I thought she might have been exposed (when we travel) and seemed a bit itchy.
I use food grade and leave in it her coat. It makes the coat feel a tad grainy, but after a bath (even weeks later) she is back to shiny and soft.
I also put DE in her food daily since she was a puppy for internal worm control. I have had stools samples looked at twice, in that time (she is 19 mo. old) and they were both negative, so I think (I hope) it is working.
I don't like to use chemicals, and will always try a more natural, less toxic method first...

Well our cleanse is almost done - wife is helping out a ton! Been at this since 3pm this afternoon, and it's now 9pm - so a good 6 hours cleaning minus time for a nice steak dinner
DE'd the carpet, let sit for an hour, vacuumed the whole house. Washed all his bedding, last load is drying now - got his kennel all cleaned out, and laid some DE down around the baseboards.
Gave Blade a shower, following the suggested methods - started at his neck and worked down, let the shampoo sit for 10 minutes, before rinsing him off.
We're going to try the water dish w/ soapy water and light source thing tonight.
And obviously I'm continuing with the regiment set forth by the Vet.

I checked in the morning, and didn't see any black fleas in the water dish. We did this in four places around the apartment.
What should I be looking forward? black little buggers yeah? If anything, I just saw some little white things.
