Yep. Some dogs are more sensitive to personal pressure (presence) than others. When you are tugging, (again, as in bitework but tug/play), be careful not to lean over the dogs. With some dogs, you may have to actually lean out a bit and not make a lot of eye contact or facial expressions.
You seem pretty astute in observing and reading your dog. That is great. What you will notice in the months to come is that, as your dog begins to get more experience, he will be drawn more deeply into the game and his anticipation will build. IMHO, eventually, any trepidation that you see now will sort itself out with time and effort. You are already seeing progress in just a short time with a few simple tips.
I took all the toys away from my JR Miya. When she refused to bring it back and play, then play time was over. She gets her rawhide chew in the house, thats all. So I guess playing with me was much more fun than no play at all. She now shoves the toys into my hands just like M.E.
She also gets pretty insistant that she thinks that it's time to play and sits by the door waiting for "training/play" time!
My wife said the same thing when she saw me tugging with my JR, she said I was making her a vicious dog. The dog would growl and snarl like she is really fighting. I think she knows better now.... Dogs just like being dogs....

You should see the look on my face when some old timer says that bitework is cruel or makes dogs aggressive. Modern training techniques make the work gratifying for the dog. Once a dog begins to learn the work, they start going into drive on their own, and if you are training in a group, each dog will express his frustration at having to wait his turn.
