It's funny, but when I think back on my taking the oath to protect the country from "all enemies, foreign and domestic", I didn't know what that meant at age 17.
I know *exactly* what it means, now.

I'm giving you my take on this - obviously I could be waaaayyyy off base. I took Will to be saying that at 17 he could not have conceived a day when he would be concerned that his country was in danger from "the inside" (domestic)ie; our own government (both sides - this is not a comment on any one political party)perhaps making decisions which put our country at jeopardy. That was how I took what he said.
