As far as advice on how to handle it next time, here's a shot in the dark...
From my experience, most pet owners who put their dog in a harness (especially large breeds like chows) are CLUELESS about behavior and training. IMO, there is NO REASON to put a dog in a harness unless your tracking or doing some kind of specialized training that requires a harness.
When I see a dog in a harness, I cross the street. I assume that the owner doesn't want to "hurt" their poor little child-dog by putting a collar on it's neck. Call me prejudice, ignorant or whatever, (I guess there could be some legit reason to put one in a harness, like a bizarre neck injury) but next time you see a dog in a harness, you'll probably see I'm right!!!
