Find a qualified trainer, and ask them for help re-homing the dog. This dog is fearful and can be rehabilitated by someone who knows what they are doing.

She is very affectionate towards me and if I say No to something she stops IF there is no distractions. So, I am definitely not the pack leader, but I do not know how to correct it without making it worse. This has nothing to do with leadership. Distractions are introduced in training GRADUALLY.
