I think you're in the minority...
Both parties have to take responsibility for what happened, but the bottom line is, the OP had no control over her dog. Pretty simple to fix that part with tools like a prong collar/dominant dog collar/muzzle.
And once those tools are in place, common sense about where to walk the dog, and continued obedience training...
I have a large, powerful dog who would like nothing better than to pick up a yorkie and shake it. Would she drop it if I told her to? I dont know for sure...
But I do everything from a control standpoint to minimize an event like that from ever occuring. (and I continue to work on obedience)

Just curious, does anyone carry pepper spray or a walking stick when taking dogs out? I realize it could be cumbersome when walking multiple dogs, but a hit of pepperspray or a thump from a walking stick would be a much better alternative than a dog with ongoing issues or a small dog that doesn't make it out alive.

Pepper spray and a 9mm.

I carried pepperspray and used it in the nieghborhood but just gave up walking in the subdivision because there is no cure for stupidity. right now I live in a eleven house subdivision one acre lots and only one house built, mine.

I don't leave the house with my dog without pepperspray for both
our protection. I have two loose dobes that keep escaping their
fenced in yard one direction and 4 Chihuahua's that charge me
every time I pass their house, and any number of loose dogs that
I have stared down during our walks. People don't care that there is a leash law here. They just think since its out in the
country they can do what they want. Very Irritating.

That's not the way i read it Steve, the dog"dragged" her a couple of steps,
"I was walking my dog, I saw the dog and heard the dog in his yard barking. We were passed the dog's house. The barking was then getting closer as the dog was running up behind us. I yelled to the dog owner "Hey get your dog" Cerberus was on my left, I was looking over my right, sort of walking sideways turning to face the dog, and Cerberus took off, tripping me,dragged me only about 2 steps till the dog was in his reach."
If i'm walking my dogs and a dog comes up all freaked out and aggressive, i'm assuming it's going to cause us harm. I'm also not questioning that the OP's dogs obedience under distraction wasn't good. The fact remains that the owner of the out of control off leash ( at large) dog is at fault, they didn't protect the public or their little dog.

What a crappy thing to have happen....for all concerned. The little dog should not have been out alone. I don't think it is all the OP fault. Sometimes things can happen so fast you don't have time to respond correctly....afterall, that's how/why most accidents happen.
Took one of my dogs to the vet on Monday, as we were leaving a woman with a small dog on a zip line was standing where I had to pass with my 75lb Mal. I was amazed that she made no effort whatsoever to keep her 10 lb.ish dog away from mine. If he had wanted to eat the little dog he could have. I finally had to tell her to get her dog under control. Some people, like some dogs, need to just stay home!!
I am so thankful I don't have to walk my dogs "around the neighborhood"!

No one is claiming that the op is completely at fault. Fault lies with both owners.
Unfortunately for the op her dog killed the other dog and she is responsible for that because her dog, ALSO, was not under control. That is how the law looks at it, from both a civil standpoint, and a criminal standpoint.
Look at it this way, what if that was a little kid who came running out of its yard yelling and screaming at the op and her dog and then the dog got loose and bit the kid, or, killed it. Without question the child's parents would be at fault for not watching their kid, but, the ultimate fault would lie with the owner of the dog for not keeping it under control.
Al, you can go on believing what you want.
