The problem is not going to be a question of training techniques or whatever different theories you may read or watch on videos. Its going to be the management of this particular dog with your family. Its not a good fit and is going to be all work with no real upside.
You'd be much happier with a dog that you don't have to be on guard everytime he's within 10' of your kids. I have kids and dogs, I know the difference Theresa.

They were not bad bites, but they have left scars on his arm and leg.
Scars? And you don't consider that a bad bite?

The breeder told us he would give us our money back for him bec this is NOT a good placement since we have 7 children. He said that Rocky should be trained in police protection work or Schutzhund.

Theresa, we are not being harsh. The folks here are looking at what is in the best interest of the dog...& in this case your kids, also.
Sometimes it is difficult to see what is right in front of us. We understand that you don't want to part with your dog. We get that. We all get attached to our dogs. But this dog is just not in the right place for him or YOUR FAMILY.
It is too often that we see where these kinds of things end up.
There are many nice dogs out there that will make a more appropriate dog for your family. Rehome this guy where he can be what he is (because you are not going to change what he is)& live a happy life doing what comes naturally to him in knowledgable hands. You will be surprized how it will feel to have this weight of having to 'balance' everythig & everyone every minute has taken a toll on you & stressed you all out. It will be a relief to not have all this pressue on you worring & being torn between keeping your family safe & doing right by the dog.
This is off topic but I will address this ... since it was addressed to me: If dogs were abused in SchH...how many people do you think would submit their dogs to that kind of treatment?
SchH has been around for a very long time. It wouldn't be if dogs were being abused. Most of us have paid pretty high prices to purchase our dogs, & do you really think that we are about to see them be abused? I don't think so.
ENOUGH...I'm done.

Take the breeder up on his offer.
Seems pretty straightforward and succinct... and kudos to the breeder.
I'm Theresa's husband and we have worked together to train Rocky. We believe there's safety in a multitude of counsel and have sought many avenues with dog training to make certain it's not a trainer problem. We have never had any desire to place our dog in bite training or schutzhund; however, we wanted a dog who loved the family and would offer a voice for any unwanted visitors.
I'm very disappointed in the manner my wife has been spoken to on this site. If this was a face to face discussion, by now you would know who the Alpha male of this pack is. If we had said we wanted to give up the dog I feel we would have been blasted for that and would have been told we don't deserve a dog. You are damned if you do and damned if you don't.
As far as statements such as offering no advice, I have to say it would be nothing new on this site concerning our situation. I thought this site was designed to help people train their dog. Every person has to start somewhere and I don't believe any person has ARRIVED to the point they can't encourage and help someone along the way. We will not be logging into this site again.

If this is how you participated in training Rocky, I am not surprised there are problems.

Don't think so. The people on this site are brutally honest when it comes to the safety and well-being of dogs (and children, too.)

Advice was given. Rehome the dog.

So thread closed? What a "schmozzle" as my nana would have said

You "feel"? You are complaining about advice you "feel" you "would have" received?!
Melissa is 100% correct: "Don't think so. The people on this site are brutally honest when it comes to the safety and well-being of dogs (and children, too.)"

You must have missed the two PAGES of help with "GSD and Donkey - help," and the ten PAGES of posts advising on "Socializing a 16 mo old GSD."
I am not talking numbers of posts; I am talking PAGES of posts, all prior to this thread.
But with "the dog has now bitten our child twice," accompanied by extremely counterproductive ideas (including lack of the most basic of management protocol) the many experienced people here, all offering free time and expertise, could not get through to you that you had been given clear undeniable warning that you were over your heads with this dog in this situation.
All posts from people who wanted to help Rocky and who are seeing Rocky in trouble, along with YOUR CHILD, and you very inexperienced owners deciding that this entire board AND YOUR BREEDER are wrong. And you're willing to bet your child's safety and life (and Rocky's life) on it.
No. It's not "this site offering no advice."
Feel free not to log on. But I personally will not allow to stand unchallenged a statement about lack of advice to you here.

I have seen enought threads pertaining to dogs in the wrong household to know that this group does NOT baulk at suggesting to rehome a dog when the conditions are as yours are. I will pray for your children because Lord knows they will need it with the lack of consideration you are giving for their safety and right to live without fear. I will also pray for poor Rocky, who's owners are too "in love" with him to do the right thing. This thread has made me very, very angry as a mother and an advocate for responsible child/dog interaction. Go be an "alpha" to your own pack because ours on this board suit us just fine.

Ooohhh...another "internet tough guy".......could you be any more pathetic?
