It's s show dog. Very good looking but it is alergic to the work. A dog like this would not protect its family if its life depeneded on it. Too bad working dogs cant look like this
Don't know GSDs well enough to tell you if that dog is short legged (although I have to say I personally can't stand roachy backs like that) but it could be partially due to where the photographer was positioned to take the photo. For example, here is a photo of my 6 month old puppy taken with the photographer focusing "up" on the dog:

It's not all that black and white. The majority of showdogs can't do the work. But some working dogs do have a show rating. I'm going to leave it at that and let the others battle it out.
It depends on if you're talking about a German dog that happens to conform to breed standard, or a dog (esp. American) that was bred for the sole purpose of standing funny in a circle filled with old ladies in funny dresses and shoes. <img src="/ubbthreads/images/graemlins/cool.gif" alt="" />
