That is true. A 8 months bad hip dogs can be very sad. Thus, people should be very careful and should do their research about the breeder before they buy dogs. Any kind...any bloodlines...
I don't think you can absolutely guarantee that you will get a puppy with good hips.
Were I buying a young puppy again I would probably want to stipulate that the dog OFA prelim as fair or better at, what is it, 4 months the youngest age? I think I am just going to stick with young adults or older puppies and pay the extra so I know what I am getting.
Hips usually worse as puppies than the same dog as an adult and the OFA has stats on that on the web page.
At 4 months I would probably not be so attached that I could not return a dysplastic puppy. But I think you would have to pay more for that arrangement - if you wait until "crippling dysplasia" or "fair or better" at age 1 - well, you have formed a serious bond with the dog....
I think you should do some searches on dysplasia on this site and vet sites. I believe nutrition, growth rates, and the type of exercise influence hip development. For example, young dogs should be kept very slender, and not allowed to jump very high.
