That sounds like a dangerous situation to be trying to train/own a dog in protection work, particularly one as your female has been described...... Personally, I would do everything you can to boost her confidence, socialize her well, and be happy with a nice pet. There is still deterrent value in having a GSD that will bark. JMO.
