Eeek. I've seen a heatstroke from barking, too. Poor man threw a blanket over his wife's little poopsie's crate cause it was driving him nuts. Poopsie pooped out. In the waiting room of the ER, wife starting punching husband and screaming, "YOU KILLED MY BABY!!! YOU KILLED MY BABY!!!" I felt bad for the wife, but had a lot of sympathy for the husband too.

Can a small toy dog be fit for a electronic no-bark collar without harming him? The dog maybe weighs three pounds tops.
I did go over and asked the owner if I could feed the dog some treats to help socialize it more. I told her nicely that her dog was very cute and just needed some more positive actions around people. I talked with her at length about socialization and that it is ok to correct a house dog for barking. I didn't talk about a no-bark collar though and will bring that up in my next conversation with her. If it gets any worse I will have to call the police and complain, but I'm hoping it wont come to that.

I hope it won't too. Almost any effort is worth it in the long run, IMO, to avoid animosity among close neighbors.
I don't get tight with the neighbors who are really close to my house ("good fences," etc.), but I do make every effort to keep relations cordial and respectful and know that I will never have to worry about one of them hating me and maybe taking it out on my dogs.
Lead by example...My neighbors have 2 dogs that are totally untrained and uncontrolled that rush to the fence and try to instigate Remi into fighting. He always ignores them. Their daughter brought home a Pit Bull from the pound no less last week, and the first thing the neighbor did was ask me how I trained Remi to be such a good dog...I gave her the free PodCasts on CD and the Leerburg URL. We have weekly "coaching" sessions from across the fence. I just hope that they actually DO IT and maybe that dog won't end up the way their other 2 are...
