My GSD hates wooden and linoleum stairs but does not mind carpeted stairs. Seems the surface and his gripe on that surface influences his decision and fears to walk on them.
Jäger doesn't like slick floors either because of traction issues. I keep taking him to places with slick floors and he's getting better. I don't make a fuss over him when he's balking or right after. I try to get him moving with the we don't have time to be scared mentality and reward after we're off the slick floor.
IIRC on his show Cesar Millan took a dog with an aversion to shiny floors and got him running and got him on the floor before the dog could balk. After that it was a matter of confidence.
