Absolutely correct. Mailboxes are considered federal property, in fact. Technically, I believe that even leaving an unposted note in a mailbox is illegal. The only thing that goes into a mailbox is outgoing stamped mail and incoming canceled mail.
But aside from that, as someone who manages a couple of rental properties, I can recommend that you advise tenants of problems in writing, keeping a copy. Paper trail, paper trail, paper trail........
