The heat has been more brutal than usual here. We have taken to letting our dogs out during the night for their "yard-time" exercise, and working them early in the morning, just after the sun comes up. The rest of the time they spend under the a/c. We have window units and I keep the one in the "dog-room" on low, so it's just comfortably cool. Don't want them getting as spoiled as I am!
Wetting your dog down "can" be detrimental. The wet fur actually becomes an insulator and keeps the body heat in exacerbating the problem. The trick is evaporative cooling, or, you can try running water over the dog to carry the heat away.
Your dog lacks the ability to plan ahead, that's our job.

when its hot like it is, i also take my guy down to the beach (later in the evening) and since I need to exercise him, we play fetch in the water. That way he stays cool but still gets lots of exercise from the swimming. He loves it.

Here in South Florida it is "hell hot" most of the year. I work out of my home so I am inside as well as outside on the patio.
My GSD has a little pool that he splashes around in. His outside pen is under the overhang of the patio under a paddle fan and I also bought a box fan at Target that I have outside the pen blowing into the pen.
He loves the box fan! After I let him splash around in his pool, he goes back into his pen and lays in front of the box fan. Cools him down like a charm.
At night he sleeps in my bedroom in the A/C in his giant crate bachlor pad.
