Exactly when in the teething stage does one stop the tug-type biting work? I've been stopped for a few days now, as my puppy has had about half of her incisors come in, but the other teeth still all feel firm in there. I'm wondering if I stopped too soon or if this is the right time.

I don't think you stopped too soon, but I know zero about this russian breed (other than what I have read in your posts). In the pictures, her gums look a little swollen. She may enjoy chewing on ice cubes for a while.
Depends. Some people go on thru with it and some dont. Some dogs will bite hard thru it, some wont. Both my mal pups just finished teething completely. The female bite the same and the male slacked up. I quit tug/sleeve work during teething because;
1) Got tired of the blood all over me and the training gear
2) Needed to start some OB work
Blood all over the gear... that didn't happen yet, but indeed, I'll pass!
I had wondered about this partly because she does very much want to keep biting and tugging (got 2 ripped coats to show for it, she sneaks in her bite and tug!).
