tbh, it's just an online petition, not much to get worked up over. i don't even think they use the digital signatures act (or whatever it's called) stuff - i know a few people involved in politics/authority and i don't think any of them pay attention to online petitions. if a pile of pages full of signatures showed up on their desk, that's when they'd pay attention.
as for the personal info, if it were my post i'd edit it out. sure, that information's all easy enough to get - but i wouldn't contribute to making it any easier.
she's most likely one of those pit owners who is all "well if it were a pit, it'd be euthanised, so...", which is entirely the wrong attitude to have with regards putting dogs down over attacks. we didn't need to know what high school she went to to figure that out.
...and the weight, hell i've been 220 for about 9 years now. i have an ethiopian figure, and with the exception of in winter i walk one dog every day, and i walk the other one at least once or twice a week, not to mention numerous other "athletic" activities.
also, I'd like to add. People are all different, even here. I seriously don't think there is anything unethical or unmoral about profiling. It is open information from the person anyway who wanted to make her online presence aware.
One interesting thing is that a lot of people signing the petition seem to be comparing them to 'pit bulls' a lot. A bit unfair considering GSD owners are nearly always supporting anti-BSL stuff...
I think it's one thing to discuss her credentials in terms of past experience if the information is readily available, but another to examine personal things like her weight and relationship status. I mean, my mother has by no means an "athletic" build, but she just ran a marathon this fall. She also has me and my brother, and kept her maiden name.
In any case; not knowing this PD, this dog, and this handler personally, anything we might come up with as potential causes are really just speculation. It's truly unfortunate for the dog and the child and everyone involved that this happened when it could have been prevented.
Just my thoughts on it, anyway. I certainly don't claim to be an expert on the issue.

If any of those folks were Pit Bull owners worth their weight in salt they would advocate a reasonable approach to assessing each situation on the merits of the incident, the animal, and the ways to rectify any fixable problem. (including a dog of ANY BREED) If more people thought like this then there would not be a need for BSL, just one Pit Bull owners thoughts.
