I usually don't leave my dog out on the line by himself but sometimes, i'm sure you have to agree, the dog needs to go outside and you don't have the time to go with him. It's a quick fix when he really needs to go and you have to change diapers instead lol. I walk my dog 2 and 1/2 hours every day no matter the weather. Thats the commitment i made when i adopted him. But sometimes you have to go for the quick fix in between.
Understood... unfortunately, when you have to try and correct a behavioral problem you have to make a decision... do you make your dog hold his pee for a little while longer and finish changing a diaper, or do you stick your dog on a tie out and risk going backwards in his behavioral training? If you choose to go backwards, no problem, thats your call, but it will take 10x longer to proof a dog when they are allowed to get away with bad behavior
