This has always been confusing.
I've thought(and perhaps wrongly?), for dogs there is no difference between the 1 year and 3 year rabies vaccine? IOW, it's the same vaccine given every 3 years instead of annually.
Poking around I can't find anything that says it's a completely different vaccine. I did, however, find info on a new DAP-Rabies combo vaccine which is really scary
section 8 lists the circumstances in which immunization is not required....i wish it was a whole lot wider!
legally, the schedule on which animals have to be re-vaccinated is dependent upon the vaccine they were given (i.e. 1 year, 3 year). if your dog is getting the 3 year vaccine, i don't believe your city is allowed to require yearly boosters - provincial law should trump municipal by-laws in this regard, and the regulation is pretty clear that the animal has to be immunized, but if an immunization is given that is effective for longer than a year, than the animal is consider immunized for the effective length of the vaccine.
table 1 at the end of the regs states the health units where this is required - toronto is in them, and i'm not sure of your exact location but so is ottawa-carleton.

This is a the info that Lee pointed me to re: Rabies in Canada it is from the Food inspection agency I don't know why Rabies would fall under them but I digress ..
Every owner of a dog or cat three (3) months of age or over shall ensure that the dog or cat is duly immunized against rabies and that the immunization is current.
So if I get a 3 year vaccine that is what it is not yearly .. That's a relief.
Now to find a DVM that will do the minimum and not shove unneeded crap on my dog ..
toronto's bylaw doesn't even mention rabies, so i was thinking it wasn't required, but it is, dammit!

that is weird the food agency tracks rabies cases. and did you see the people who have gotten/died from it after a bat bite! ouch....this is a silly thing to say, but what a not-cool way to die (i know, an important consideration). i'm shocked it even happened though!
