Hey Amber,
Im just going to chime in bit here. When I first got Tucker he was way more attracted/interested in my then BF, than he was in me. He was a totally different dog, acted goofy, staring at him, wanted to be scratched by him. BUGGED the hell out of me, and i was a bit jealous...as much as I hate to admit that!
But since I didn't know Tuckers history, i had to assume that possibly whoever owned him before was a male, and he had little to no contact with females.
But, after awhile his focus changed when he realized who the top dog was. The BF didn't live with me, so i definately limited his contact with Tucker when he did come around. I didn't allow him to do anything with him, no treats, no feeding, no commands nothing. That helped greatly. I know thats not exactly the same situation you have, since you do know your pups history, but im just trying to point out that once I had limited the contact with Tucker and males, he then realized I was much more fun and it paid to pay attention to me and ignore others.
Like everyone else suggested, start again with the pack leadership role and limiting the contact he has with the other lady. And definately start tethering him to you again while you're in the house.
Don't worry, his focus will shift back to you in no time.

I'll limit the contact and start having some more sessions with Carbon. I'm way more optimistic about it now after reading what everyone has had to say.

Just wanted to do a follow up post:
After tethering Carbon to me for two days, working him in his obedience and keeping him away from my friend, he is even MORE bonded to me than before. Today I had him off leash and he was following me around as before, and as well-mannered as before. Because his improvement was so rapid and pronounced, I decided to test it by having the friend he had bonded to come back to see how it went.
When she showed up, he was in a stay. He maintained the stay and looked to me first, before moving. I cleared him to visit her, and after a couple of seconds came back and sat at my side-- before I even had a chance to test the recall! This is not only the same as it was before, it's better! Before, he would just start to meander around the field after saying his hello until I called him to me. Today, he automatically returned to me. Good, good news. Throughout her visit, he was at my side with no prompting.
He is once again my obedient velcro dog. YAY! Tethering rocks.

I know, I've been lazy on taking pics lately. I want to get "action" shots but it's been so cold that I don't want to take my gloves off to use the camera (which sucks, by the way). I also didn't want to take any more pics of him just hanging out on the floor, either, lest people think I have him in solitary confinement!
