in the community i live in, it's not that fences aren't allowed (there isn't even an electrical code enforced here), it's that it's just not done. when we first moved out here, being from california, we didn't want to offend anyone by throwing up some big privacy fence. now, it's getting to the point where we don't care - a decent fence will be going up hopefully this summer on at least two sides of the yard
my wife contemplated putting an in-ground fence in because it'd "stop" the dogs should they decide to bolt. i disagreed, i didn't think it would stop them in full prey-drive, and i'd rather spend the money on and have the control (and versatility) of a remote e-collar than just a crappy in-ground fence.
