Rosa Rugosa grows just about anywhere - beautiful shrub with pink flowers and LOTS and LOTS of thorns I bought some from Gurney's this spring for my property line. (The neighbor's friends bring over a naughty lab ocassionally.)
If the fence is clearly marked that there is a "hot wire" is that considered booby-trapped? I'd call the police and ask if that is within your rights. I'd take a tone that you are concerned for the children's safety (that they could be shocked accidentally by the fence). If the topic of the dogs come up, then say how your dogs want to "play" with the kids and you are making sure the dogs stay in your yard.
Heck - call Children's Services and tell them that you're afraid the kids are going to fall over the fence and get hurt and the parents refuse to take action. Again, your dogs are trying to "play" with the kids I'm sure they have gotten crazier phone calls before!
