I feel for you....it's not funny but it is funny to see a big dog react to those little tazmanian devils. About 1 year and 1/2 ago my Buddy (45 lb APBT) was in the back yard, all the sudden we hear barking galore. We run out back and there is this little wired hair JRT attcking out Pit Bull with the avengence, he was like a pirana...he was over and under, and sideways and straight up and darting left and right. Well the sight of this black, muscular PB trying to stay in front of this little dog just was so comical we couldn't help but laugh. We had as much trouble getting our dog away from this buzzing bee as you did, finally this little dog jumped up on Buddys hind qtr and buried his little head into my boys butt, little paws on each side of his head, then proceeded to shake with all his tiny mite. My boy is now doing the "booty" dance trying to shake the little bugger loose....we finally had to choke the little guy a bit to get him to take a breath and pull him off our Buddy....he took a huge chunk of fur off Buddys butt.
Well the little guys owner decided to put him on a staked lead...duuuhhhhh, the dog promptly dug the stake up and ran the neighborhood until he saw our dog and dug under our fence and attacked our defensless PB. All I can say is thank goodness it was not my female Am Staff, she is nearly as quick and agile as a JRT...and she would have killed the little tike.
As far as passive aggresive behavior after the attack, we walked the neighborhood and left a note on the owners door that we had his dog. He came to pick the little guy up in the back yard. We handed him the dog and my Buddy was standing at the fence and peed through the fence on the owners shoe....coincidence??????

I love it!!! I hope your pooch got a super duper treat for "speaking up" and declaring his distaste for the owner and his ugly mongrel!!!
