Well I think the less experience someone has the more willing they are to believe. And when I was told that meant he was nervy and a poor bred dog, we did what we did and kept him away from people even more than ever, he only went around my wife and other dogs, whom he does very well with. So now Ive found a website with a good source for advice and information, next time will be different. thanks to all who replied.
James, if you are willing to put in the work, nearly any training mis-steps in the past can be corrected. You can, in fact, teach an old dog new tricks!
Now, this is not to say that you should FORCE him into serious work. Part of the magic of working dogs is their clear and undeniable joy of working. If your pooch just doesn't have it in him, so be it; don't put him through the stress of competitive work.
However, training your dog to say... sit at the door while his lead it put on, or to wait to take the cookie off the floor until he gets an "Okay" from you; THOSE things are valuable and will increase his confidence.

James, just to clarify, I was referring to the evaluator's conclusion, not yours.
