I know in my experience with dobies, some dogs have hard cartilage and some have soft. My red dobies ears are erect, but soft so when she runs they flop and get stuck back But my males are so hard that the never flop or get stuck back. My sister's dobie had hers cropped at 8 weeks and her ears were so hard the cartilage was already broken. I had mine done at 11 weeks and they were soft as ever.
So if the cartilage is not broken, he may just have really soft ears so it will take longer for them to stand. One thing about taping them, make sure you rip the tape off going with the hair otherwise you will "wax" the hair right off and be left with bald ears!
