Since this puppy's legs were not even touching the pelvic bone I was wondering if the positioning was incorrect.

Based on that, and if it were me, I would probably have the x-rays redone since your pup's legs weren't even close. True

I also would probably not have done the xrays at 4 months in the first place, unless there was some reason (i.e. limping, injury, etc) We do prelims on our dogs at 5 to 7 months.
