We had our year old male Rottweiler neutered yesterday. Last night I noticed a big bubble on his elbow above the place where he had the IV. Its about the size if a baseball and is soft and doesn't seem to bother him. It is just under the skin and you can move it a little. Is this something the vet should see or should I wait a few days and see if it goes down?

I would call the vet.
Yup!! I would too. That doesn't even remotely sound normal.
