Drove by a Boxer that is VERY underweight and cable tied to a front porch. I tried calling the humane society but no one is picking up. My question is this should I just confront the person and hope the dog wont bite me on the way to the door as I am beating the owner or just keep waiting? My wife suggested taking pics and bringing them to the local LEOs but that might take too long.
I would talk to the owner first. The dog may be underweight due to illness or something. If you don't get any good response, then I'd take pictures of the dog, get ahold of animal control, and have them confiscate the dog. If you can get something done, that is. Otherwise, there' always the option of a Midnight requisition...HUA is a national no kill rescue that would probably take the dog, if you were to have *ahem* custody of it. And one of the people on this board is in Boxer Rescue, I know.
Our local Humane Society has a page on their website where you can file a complaint of animal abuse on-line with them. Check out yours and see if it offers the same service, that way you will have a record of the complaint you file. I would also keep calling and leave a message each time until someone gets back in touch with you.
I would not go to the peoples house, you just never know how a person will react and you could find yourself in a very bad situation. JMO

An anonymous tip to LE or Animal Control with pics is your best route. I agree with Peggy ( and your wife) about not approaching the owners yourself. That may be only asking for trouble.
Unfortunately the owners may not see that the dog is underweight and in a bad situation and it may cause them to go off the deep end if a civilian approaches them.

That's a good point, Carol. I hadn't thought about that side of it. I have approached owners in the past by striking up a conversation,... say, I see you have a minpin, I have minpins, too... And go on from there. So far, I've never had anyone blow up at me, but you are right it is very possible someone would. I just never thought about it. I guess i should be more careful, too.
