Another issue that needs to be addressed. This loving dog owner allows her dog to roam free because of her lack of responsibility in containing him. What else has she lacked following through with? Rabies shots maybe?
The dog may very well have contracted rabies while constantly on the loose and the call of a child in trouble by a loose dog very well could have been a rabid dog. Had the officer not took action, and the child mauled which, subsequently would mean lots of pain and scarring, not to mention a series of rabies shot; that officer would have been hung out to dry for not using his crystal ball to look into the future and prevent such a tragedy.
How is the officer to know the status of the dogs' physical and mental health? Yes, I know, cops have to be specialists in every aspect of life. Its expected of them. and if they falter, sue em and take their badge.
I wasn't there so I won't pretend I know what was in the officers mind. The above rant is from personal experience and the split second decisions I've had to live with over the last 17 years. If it is true that the officer did this in spite, then let the chips fall where they may. If it was in fact a split second decision, oh well, be a responsible dog owner.

It's easy to sit in judgement, over a cold coke while relaxing on a computer; able to take your time ensuring your words are spelled correctly so they'll have the desired impact. It'so much different, making that decision, on the spot, with no delete, no insert and no "do-overs"

Any behavior that is reinforced is more likely to occur again.
I dont expect any Officer to sit there and wait it out, to see if the dog is going to attack or not! If it was in the person's backyard I could see it would be a problem but it still happens here, people are just careless with their dogs!!!

Not the Sameas this sad tale because i think the officer did correct, where i walk my fred down a side road off the Main N3 there is a house with two Dogs, Small Dogs, 6 out of 10 times they get out and rushed at Fred when he was a Young Pup
Of course the owner came out to get them, and i told him three times to keep the Dogs in and off the Road the next time one got to Fred and marked his leg. the owner came out and i told him Next time i will stop the Dogs for good then i will be coming for him for the problems his dogs had caused, if he doubted what i meant it could be sorted with him here and now, and i told him in the Dutch Language so he understood
He has never let them out since and that is 3 months ago. so peace prevails
