I almost made the mistake of experimenting with levels of stim on my dog. I tested the collar on my wrist first and thought a level 5-6 was a good start, wrong. I put it on my neck and hit the stim and it made the nerves in my neck tense up like a convulsion. The neck area is much more sensitive to these things. Level one should be fine.
I need to order the E-Collar DVD. I have read that the DVD will guide you through the process of determining the "Starting" level of stim for your dog. You watch for an eye twitch or something.
I put my Dogtra 1700 on my arm and neck. I was ok up to about 30 on the arm, it felt like a mild shock (less than my hotwire). I only went up to about 15 with it on my neck.

The reaction of the dog in the DVD was nearly identical to my dog's reaction...an ear twitch and looking down at the ground. It was subtle and I'm very glad I got to see it first on video before trying it out on my dog.
You also get to see Ed twitch when he accidently stims himself.
As Ed says on the E-collar DVD, some people can take more stim than others. Same thing goes for dogs. So what to a person makes you tense or muscles twitch may not be the same for a dog, and different dogs take different stim levels before they respond. Putting the e-collar on your neck isn't exactly a good test for your dog.
Actually, I think I have a very good idea on what my dog's threshold is. I have been training him with a flat collar and giving him leash corrections for his basic commands so I think I know what motivates him to comply. I thought the level 2 stim was too high when I tested the collar on myself and I was right. At this stage of what I am teaching him, he responds great to a level 1 stim. I did not like what I saw from a level 2 stim.
Your right, it might not be a good test but I was on the money with my opinion.
