Jenn, another (perhaps crazy) thought...what about all the search and rescue people and their dogs on this board? Instead of a PI, can you pay them to have their dog search for Cajun?
You mentioned you know of the car dealer where he was spotted or near where he was spotted. Why can't you give an S & R dog Cajun's scent and then you and the handler get in the car with the dog and go to that area?
Based on what you said about them being scumbags, maybe you should go with the handler and a few guys. Have the guys in a separate car and seemingly not with you. Have them pretend to be buying a car or something. You and the handler can do your thing. If the dog finds the scent, maybe out in the parking lot, the handler will know it without either of you even seeing Cajun.
If Cajun was there within the last two weeks, the handler's dog would pick up the scent.

Ummm....prolly NOT.
1. Urban setting is much more challenging than wilderness, so the time elapsed + mass contamination makes it highly unlikely the dog could be located that way.
2. The dog was likely removed by car if it was stolen, thus leading to a dead end in the improbable event the trail could be located in the first place.
3. Since trailing people spend so much time training their dogs to IGNORE animal scent I don't *think* anyone would be willing to put their dog on animal scent. ( know I wouldn't).
I liked the 'go to the dealer with a pic of the car and say you're looking for a stud' plan. That sounds the most rational and productive.
