I have a rat terrier with a collapsed trachea, that does not do well with collars (when used with leash) in general. Lucifer is fairly obedient - he will sit/down/come most of the time. Goes right down quickly if I have some food. I get an e-collar, and I am just putting it on him to get used to it - NO stim yet. He doesnt seem wild about wearing it. So I try a little training with him like I always do (no stim). Sit - that's good. Down - nothing! Refuses to go down when wearing the e-collar! It takes a lot of coaxing to get him down. take the e-collar off - does it right away on command.
He is 3 years old rescue. I'm wondering if he is familiar with the collar.
Sounds like someone who didn't know what they were doing screwed around w/an e-collar. He's obviously associating lying down with stim, probably b/c some idiot messed up their timing. I would reward him for lying down while wearing the ecollar and try never to stim him when he's lying down until he gets over associating these 2 things.

My APBT has similar issues. I put an ecollar on her to try to get her off my countertops, etc. As soon as I put it on her, she sat with her head hanging low and basically refused to move. She shook when I asked her to do even the simplest command. Obviously, she'd worn one before, and her idiot owner didn't know what they were doing. You have to make sure they associate the stim with the behavior-not you, not the remote, etc. She would act normal if I wasn't holding the remote. Very, very hard to get her over this, but not impossible. Be patient! Good luck.
I'd get out his favorite treat and give him one immediately before and immediately after putting the collar on, then immediately before and immediately after taking it off. Maybe treat him, put the collar on, treat him, take the collar off, treat him, put it on, etc., until he associates the collar with really good treats. Then treat while doing sit, down, come, etc. with the collar on.
