the tether is too long, i know, 10 feet, but i dont like tripping over him, and if it is too short, he will try to lay on my lap, and believe me, he ISN'T a lap dog.
I can try a bell, that is a great idea.
He is mister slick, but then too, i am oblivious half the time....

You could gather him closer when you are sitting and engaged in TV or something....
You will want the bell to be small and easily attached and detached. :>
A long lead in the house never works for me. Sometimes its a pain, but I like them to known that I am the decision maker, be it the slightest move early on. this includes when he gets to check out my cat tower, stereo, anything. So try and deal with a 6 ft leash. I use 4 ft with pee machines. That leash and a coffee can with some nuts and bolts or pennies in it. pee the cat tree hear the can rattle and get tossed outside. If your lucky enough to catch him in mid pee, try and wait him out when you get outside. don't forget to mark the good pee choice like he invented the wheel. 2-3 days and he will come around if you make it very clear.
I am new to training and I will say that this is one area where I feel my methods are 95% effective. 9 dogs in here, and we hate pee smell.
