Maybe just some talking with them would help, they in their ignorance,probably think they are helping him. What if you went with the attitude of how much you like their dog and just talk about it and then ask why he is tied up? LIke the other posts said, maybe he is a jumper. The reason I do not like dogs tied up, another reason I mean, is because what would they do if a very vicous dog came after them and attacked them, I wonder how bad they would get hurt being tied up with no where to go. In our town very few people think their dogs should be restrained, we live in an area where people like to let their dogs roam free, and it is a real drag so I know what you mean here by watching what is going on with this dog.

When my children were young a family moved into the house next door (renters) who had a Rotti. They tied her up to a big cement block with a rope. When tied up, she would bark and growl, and scared the hell out of me and I was afraid to let my kids play in our own back yard for fear she'd get loose. When she was loose, we didn't hear a peep from her. She'd just lay down quietly in the shade and pretty much mind her own business.
And the rope, she kept chewing through it, and the owners would put her on a thicker rope, and she'd chew through that. I was worried what would happen if, when she was tied up and barking and lunging and growling she broke a weakened rope.
So Mary, I can understand why you are concerned about the dog's behavior when it is tied up.
There is a law in California now that your dog can not be changed for more than 3 hrs. (I think). You can try to work with these people, or you can call it in if 4-5 hrs. is the case.
