As far as deployment policies go, feel free to contact the admin. office of my CT DEM/HS USAR team at 860-706-5500. Our administration is state police based, similar to the NJ team Sarah mentioned. Although, our policies would be directly related to disaster or urban search and rescue and not necessarily wilderness SAR. Our state police has a canine search and rescue unit, so you might be able to get some information from them as well.
As far as "guidelines for training standards," what specifically do you mean? Are you talking about safety issues, personnel requirements, equipment requirements or all of the above?
Most volunteer teams (should!) have written MOUs with local agencies for deployment. Aren't there a slew of volunteer teams already in Florida that you could contact? Seems like every state has at least 4 or 5 volunteer SAR "teams."

Being as there normally is no state mandated certification for LE SAR, there generally are accepted practices, training requirements and deployment guidelines. Being as the entity I'm assisting will be a police agency, there are things that have to be spelled out when dealing with anything Governmental.
