With a pup, you'd be doing foundation stuff, but with a dog this age, you're doing remedial work. It might take longer since he is older, but I would still use the techniques I mentioned. He is a young pup. My mistake. I was sleepy when I made original post. He is 14 weeks old not 14 months old. We got him when he was 8 weeks old. We have had him about 6 weeks. This behavior started about 2 weeks ago. It really seems more like a excitement issue, than submissive behavior. He didn't do it at all today, but I didn't greet him with as much enthusism either. Deanna - could you edit my original post?
