I don't mind a microchip ordinance. At least it's better than the spay/neuter one's. I have personally picked up 3 strays with no microchip. If they know how to do something simple like sit and are okay with other dogs I'll call a rescue. Otherwise with no ID and no microchip they get what most likely is a 1 way trip to the pound. I know it sounds callous but there are simply too many truly wonderful dogs in rescues to unload another unsocialized untrained dog on them.
When I've brought dogs in to be scanned they've done the whole dog just to make sure they didn't miss the chip.
You can order chips online and do it yourself for cheaper than a vet but $7 is the cheapest I've ever heard.
A chip can be purchased on-line. Then take your dog to your own vet and they will insert free or for a small fee. I've already done this for both of my shepherds.
