Lee, this is just my two cents, but I'd stick with the ASP brand.
I know it's more expensive, but I've had bargin brand expandable batons fail during practice sessions, where as I've had my ASP for over twenty years now - "it takes a lickin' and keeps on hittin' ".
Yep, ASP is the way to go. I used to do armed security not too long ago, and I've carried the ASP, and other types of batons. Not sure how they work on dogs, but they hardly do anything to pissed off humans who are full of adrenaline. They come in different sizes: 16", 21", 26". Look into the 21" or 26" sizes("16 is too small for anything). 21" is in between, not too small, but not too large either. 26" is a fully sized baton and it's pretty standard among law enforcement and security personnel. Its closing method is not all that great, though. You have to tap (no gentle taps, or it won't close) the tip of the baton against the ground to make it re-collapse to its closed position. Above all, make sure that it's legal, in your state, to carry batons.
As Julio states the 16" is a little small to yield effectively. The Canadian Police Research Centre did a survey cross reference as the Edmonton PS had gone originally went with the 16" read it here .. Collapsible Baton Research
A collapsible baton to me is a neat tool but could very well not deter a enraged dog as the baton still isn't totally 100% effective with enraged humans. I've been carrying a approx 32" length of 5/8 heavy reinforced nylon/rubber blend garden hose, a couple swats with the hose would/should send any dog yippin' back to it's owner. It didn't cost me a penny as well. <picked it out of the garbage> I got the idea from Cold Steel's Synthetic Sjambok .. I carry an Autolock On Duty, hit dozens of people, as have the SWAT team I work on and can honestly say they are rubbish. To the extent that we don't bother using them anymore.
Pepper Spray is fairly new over here and it works 70% of the time, and does affect some dogs. Otherwise a good old fashioned Maglite still works wonders.
I agree with Mike. For that same reason, I had abandoned the ASP, and switched to a different brand and heavier baton. Oh yes, those Maglites will work just fine, and they're legal! Mace also works just fine. I've used it on loose dogs before, and it's never failed me. Just make sure you get a mace can with the stream pattern (it will say so on the label, it will squirt out like a water gun, much more accurate). Sabre, Fox Labs, and First Defense are top noch mace brands. If it's legal in your state, look into also getting a stun gun or stun baton (not a taser, those are really expensive). A stun gun should only be used in very hairy situations (you've reached a point where you're scared for your own safety). I've have read that stun guns can actually kill a dog, which is why I gave such advice.
