An inflamed eye requires a vet visit.
The new dog should be separated anyway, and even more so with a possible infection. Please read about introducing dogs on Leerburg, and call the vet today about the inflamed eye.
I would recommend you find an opthamologist in your area. My GSD had regular discharge and irritated red eyes. After taking him to the specialist it turned out he has Pannus and needs to be on eyedrops for life. Eye stuff is something you should check out right away. In my case, his disease would have progressed without the eyeddrops to arrest it... and there is no healing in this case, only maintenance of the current level of progression.
