Hi. We are fostering a puppy until he is 8 months when he will then train to be a police dog. We have just put him in his kennel at night which is outside, a little away from the house. He whines half the night & I feel mean as hell. We yell out "no" to him and he stops but he starts again 5 min later. Is it ok for him to whine while in his kennel? How long does it take before they get used to their kennel? He is warm & has plenty of blankets & toys, I figure he's just lonely. Any smart ideas that might help him adjust? (He spent the first couple of weeks inside).

I have never left a 10 week old puppy all night alone outside in a kennel, but that is just me. I use a crate in the house, and at that age they are just babies that need constant attention.
Others may disagree, but I would bring the pup into the house at night and use the crate to continue house breaking lessons, even through the night. Use the kennel for short time periods during the day to acclimate the pup to being in a kennel also.
I raised my 1st GSD that way and she is now a certified PSD in Ohio!
