My GSD is 9 months old, and he's never really had a good firm grip on the tug or bite pillow when playing with him. He doesn't give it up on purpose, but I can pull it out of his mouth usually with not much effort.
How do you get the dog to increase his bite strength?
Don't let him have free play with nothing else. If you pull the tug out put back in the crate try later. will realize if he bites and holds play time continues. Also many other factors can play into like how long is the session, is he already tired, temp. distractions genetics just to name a few
IMO you should not be able to pull a tug or bite pillow out of GSD mouth at 9 months that has no physical impairment and all of his teeth which a 9 month old dog should have. Given the quality of the bite is genetic it follows that a weak bite is a reflection of that and will in time show up in your dogs temperament. Now I don’t like to make generalizations about such matters as some dogs mature later than others and this in fact may be the case here, but I would be concerned if I were you. Maybe your dog will bite harder later when a qualified helper can put him in defense, as I have also seen that. Whatever the reason he isn’t IMO ready to be put there so if I were you I would put him up until you see a change in him. Good luck.

gotta build that drive up, you could be doing some simple things wrong that
you are not aware of. Have you started doing drive work early with the dog?
or did you just start? Some dogs have more drive then others, some handlers are good at bringing that drive up or out. I would start with that DVD and revaluate
I don't let him have free play with his toys, and he goes CRAZY over them when I bring them out. He like chasing things though, and I think he lets me have them so he can go after them again.
Occasionally, I can get him to hold on tight and swing him around with it, but it doesn't happen very often. I'm just trying to get a good solid bite every time.
