Hi, I read this post and just had to reply, this situation sounds so familiar, my brother had an ex-wife that did this same exact thing. I'm just going to take a guess here but I'm betting the wife doesn't work, doesn't pay bills, doesn't have any responsibilities and thus thinks, like everything else, the pup will just train and take care of itself. It sounds like she has a whole lot of time on her hands to sit around and think about her next doggie victim, well I'd personally report her for animal cruelty, or call the breeder she plans on purchasing a puppy from and inform them of the care she provides for these animals, if the breeder is legit, she won't be getting another dog. Any reputable breeder will not place any of their pups in an irresponsible home, and neither will a shelter.
I agree with whomever said your sister-in-law has no respect for your brother and it is sad to say if she keeps it up she will just end up pushing your brother away, this is what happened in my brothers marriage and after she cheated on him he found out that she racked up a $30,000 debt on his home equity loan, maxed out his credit cards, and was on the verge of losing his house and everything he owned because she took the money for bills and spent it instead of paying what needed to be paid, the warning signs are there so it's time to caution your brother, whether he likes it or not.
Also the subject of kids has come up and I am a very firm believer in the old adage how a person treats an animal is exactly how they will treat their kids, I have seen this proven time and time again. I mean what's she going to do with this next pup, if she has absolutely no ambition to train or even try to act like she wants to, then why does she even want one. I hate to tell her but that cute little dog on TV isn't real, ya know the one you bring home and it magically is house trained and the best lap dog and playmate for the kids and now everyone is a big happy family, it's not reality, a lot of training goes into those dogs for them to act that way, it's time to get in reality.
I am providing a link for a page that actually made me sick, it has pictures from a kill shelter, show your brothers wife the reality of that, it's just to bad people aren't as indispensable as they believe animals to be.
