Although I think 4 months is to young, I don't think you can put an age on it. It all depends on the dog, the abilities of the trainer, many different things come into play. My pup is 8 months old and other than daily changing of different collars to get him used to all of them, he could easily be trained with any of them. He's that kind of dog. If you can't determine when your dog is ready, I would suggest finding a good trainer to evaluate both you and your dogs potential.

I, personally, wouldn't use a choke collar on any dog, regardless of age. The possibilities to injure the dog with one of these are far more likely than with something like a prong collar or even a limited slip collar.

Just get yourself a prong - we has a half check full check(choke), and finally a prong. Wish we had a prong straight away, my dogs respond far better with these. dogs seem to have this amazing abilty to choke themselves nearly half to death and be bothered, i wouldnt recomend a choker. JMO
I'm a newb at this myself...but after seeing Ed's video on Basic Dog Obedience I can see why the choker is a P.O.S., outstanding demonstation. All of the force applied by the handler to the lead pounds down at that ring.
