DANG! Sometimes I just hate having such a vividly visual imagination!
I never would have thought of shrimp, ill try it tomorrow.
He will do the behaviors I ask of him on walks right now, but I would like to work on duration and more complicated commands and behaviors, so I need to find a reward that he cares about.

He may be stressed, often dogs will not eat, first drive to diminish. I would start your training in the house before proceeding to the outside and see if it is any different.
People are linear thinkers and you may feel that you are on a mission. I start all training, with a play session. Very different levels and duration depending upon the dog's temperament, but I want my dog wanting to PLAY (train)with me.
Relationship first!

PS Try not sitting your dog to begin a session, sitting for the dog is drive diminishing. I think in order to have your dog be a happy, willing learner, you need to build the "WANT TO" using food or prey or whatever will push this guy's button.
