Children have soft skin and puppies have shap teeth and nails. You need to keep this in mind.
Are you raising a working puppy this is different than raising a pet.
Is your puppy little nervy VS solid nerves?
Are the children in question are your kids or strangers kids?

Perhaps I'm naive, but, if the puppy's and kids are in the same family, why wouldn't we want the kids petting the pups? In the house or anywhere else? Seems a little extreme.
It has to do with what you intend the dog for. You seem to be too broad in your definition of a dog. Ed is very specific in his post when he says "this is not a yes or no issue". If you want your dog to be a pet then it would be fine to allow your children to pet the dog BUT good GSD's are like little alligators and kid can be hurt easily so be careful..
