Lily, can you move the crate to another location in the house, where the neighbor might be less likely to hear the pup?
What others were suggesting also is to COVER the crate at night with a towel or blanket. This may help the pup to go to sleep.
Are you taking the pup out to pee in the middle of the night? You need to be doing that so that he doesn't piddle in his crate. You will need to do this until he can 'hold it' all night long.
I also put a gently worn, rolled up sock in with my pup and that seemed to sooth her. (I'm talking about the 8 week old, not the 7 month old pup-who might be able to swallow a sock)
I am so trying the sock...I tried to putmy jacket near the crate and the 8 week cry less...I just rehome the 8 month female.I fund out she is just being jealous over the pup and my pomeranian.Start showing teeth at them when they ask her to play.I found a home for her who is a police man that service in our city he can take fully attention to her and he has no kid nor other animal at home. Mura seem very very happy with him.

This seems an easy fix to me. Put a bark collar on your older GSD. It shouldn't matter if the puppy is pitching a fit, he needs to be quiet. Odds are his racket is what's bugging the neighbor.
As far as the 8 week old you've received alot of suggestions that will work just fine. Sadly screaming is just part of the cratetraining process.

Boy I must be getting old!!!!. How about the old put a large
stuffed animal in the crate along with the old wind up ticking
clock? These used to be tried and true measures to help a
puppy stop whinning. Of course they have to be puppy proof!

The pup is doing good with the pomeranian near him. He crys less and only cry when he has to go potty now.
