I love Paco collars too... rugged AND handsome, but certainly more than I normally spend on dog collars.

I would only say here that if you really can't make that end ring secure for all situations (especially strong emergency use) then I would omit it - nothing is worse than having your equipment fail when you need it most.
Better yet (because I can see the usefulness of that ring) redesign the tab so it's strength doesn't rely on one questionable rivet. What about this?:
