Depends on how you feel about it. Personally I put chips in and put the chip information on their registration certificates (which I register then sign over after proof of altering) and on bills of sale. I do this because it protects my puppies from people paper hanging registration easily, provides me real proof of altering by vets, and gives me and the new owner easy proof in cases of theft. Maybe it's a little paranoid of me but the market for toy breed dogs being thrown into breeding farms or being stolen for BYBs is an ugly reality.
I personally go by weight and usually put chips in at 2lbs in my toy breed puppies in their last vet visit before going to their new homes.
I'm told the chips are safe at any age to put in but personally I wouldn't put up the expense until I was pretty sure everyone was going to make it. Heck they put those chips in mice, finches, and even hummingbirds so size isn't really a factor but if you've ever seen the needle on that injector it makes me a little worried looking at it.
Chips purchased through the vet are not cheap. Most vets do prepaid reg through either home again or avid between $35 - $50. Personally I do CAR chips or buy home again and register them through the car database. Usually if I buy the chips myself my vet puts them in free of charge.
