Under distraction, is it not uncommon for a dog to not react in a "where's my treat?" manner after you mark a given behavior? i.e. Today on a morning walk we were by a couple of people mowing lawns which captivated her attention. She was moderately distracted by them. I put her into a sit (to work on the command under distraction) but when I marked (with a clicker) she didn't really respond. She did this a couple of other times where I would mark for something but she preferred to keep sniffing around. Does this mean I need to go back and re-charge the mark with a higher value reward?
She's five and a half months old and she knows it darn well. She's had to sit before going in and out of doors since the day I got her (two months ago).
Also in case I was a little confusing, she didn't ignore the command - she just didn't respond "attentively" to the mark.
So, let her sniff after the mark, as a reward.
Whatever works for the dog.
(BTW, sitting before going in and out of doors, doesn't mean a dog knows "sit". It knows sit before going in and out of doors. Savvy? Not to say that YOUR dog does or doesn't know it. Just throwing it out there that all commands must be proofed in multiple environments before they can be considered "learned".)

Yes, I understand! I didn't want to write too much so I didn't elaborate. But she does sit in other places - inside, outside, different rooms in the house, when my side is to her, when I'm facing her.. and my roommate as well as a few family members have given her the command a few times with success.
Okay so letting her sniff as the reward in this situation won't be detrimental to her understanding that mark = tasty treat or fun toy in other situations?
